Orange County District 1 Commissioner S. Scott Boyd Appointed to Newly-Formed Central Florida Expressway Authority Board

ORLANDO – June 24, 2014 – Today Orange County Commissioner S. Scott Boyd was appointed by Orange County Mayor Teresa Jacobs to the new Central Florida Expressway Authority (CFX), which replaces the now-dissolved Orlando-Orange County Expressway Authority (OOCEA). “I am honored to be appointed to the Central Florida Expressway Authority board,” said Orange County Commissioner S. Scott Boyd, who represents District 1. “The creation of this board is an important step to bolster citizen confidence in local decision makers’ ability to effectively manage a regional transportation authority that impacts residents throughout Central Florida.”

The appointment follows the passage of CS/CS/SB 230 by the Florida Legislature and subsequent signature into law last week by Gov. Rick Scott. “The newly-formed Central Florida Expressway Authority board will provide increased accountability and transparency to better serve the public interest,” said Boyd. “I look forward to using my years of leadership experience with MetroPlan Orlando, the East Central Florida Regional Planning Council (ECFRPC) and the West Orange/South Lake Transportation and Economic Development (WOSLTED) Task Force to successfully collaborate with neighboring county leaders.”

As outlined in the bill language, membership on the new authority will be constituted of nine members: The chairs of the boards of the County Commissions of Seminole, Lake and Osceola Counties shall each appoint one member, who may be a commission member or chair. The Mayor of Orange County shall appoint a member from the Orange County Commission. The Governor shall appoint three citizen members, each of whom must be a citizen of Orange County, Seminole County, Lake County or Osceola County. The eighth member must be the Mayor of Orange County. The ninth member must be the Mayor of the City of Orlando. The executive director of Florida Turnpike Enterprise shall serve as a nonvoting advisor to the governing body of the authority.
