CDBG-DR Action Plan
Orange County has completed an Action Plan for Disaster Recovery, as well as an Executive
Summary of the Action Plan (available in English, Spanish, and Haitian Creole). The Plan
provides a high-level strategy for how the funding will be used to address eligible communities'
long-term resiliency and mitigation needs. The Action Plan was developed with the input from
County Departments and Divisions, local jurisdictions, advocacy groups and community partners,
as well as citizens, to determine the remaining long-term resiliency needs and the most critical
disaster mitigation needs.
The draft Action Plan was available for a 30-day public review and comment period from Monday,
December 11, 2023 to Thursday, January 11, 2024. Notices of the public comment period were
published on December 7
(Spanish) and December
10, 2023
(English). Public comments received during the 30-day comment period and at the BCC public hearing, as well as staff responses to the comments received, are summarized HERE.
After the required public comment period and a public hearing, the final Action Plan was submitted to HUD for
review and approval. HUD's approval of the Orange County's CDBG-DR Action Plan is required
before funds become available for programs and activities.
