Draft Comprehensive Plan

Orange County is updating its comprehensive plan to guide everything from how our neighborhoods and business community evolve, to how we continue to protect natural resources and promote public health and safety.

Vision2050 is the proposed policy document that guides decision-making by setting policies for future land use, mobility, public services and many other issues that shape the quality of life for residents.

Vision 2050 will be implemented through the adoption of the Orange Code - a new Form-Based Land Development Code:

What Is New in The Plan?

Orange County has changed a lot since the last comprehensive plan update. Public policy must evolve to match our changing community. Here are a few examples of how the updated plan addresses some of the key challenges and opportunities for our future.

Mobility

  • Introduces policies to enhances safety for all types of transportation users as more people use alternative transportation.
  • Promotes a multimodal network with expanded alternatives to car travel, such as trails, sidewalks, bike facilities, and public transit stations.

Land Use

  • Introduces Sectors, which are associated with specific long-range planning strategies that indicate whether an area should develop, redevelop or stay largely unchanged within the planning horizon.
  • Place types will be used to organize the future development pattern, set a desired urban form, encourage greater walkability, create accessible public spaces, promote a more competitive environment for small businesses and foster a greater housing diversity.
  • Promotes redevelopment in urban centers and corridors, especially multi-use, multifamily housing.

Sustainability

  • Continues to preserve the County’s valuable green spaces.
  • Each Chapter will include a Sustainability goal.

Economic Strength

  • Expands opportunities to maintain and build affordable housing to sustain our local workforce.
