Zoning in Progress Ordinance lifted from October 29 to December 11, 2024
The Board of County Commissioners (BCC) initially approved the "Zoning in Progress" Ordinance on May 21, 2024, to pause new applications for rezoning, Future Land Use Map amendments, and Special Exceptions in preparation for Vision 2050 and Orange Code. Originally set to expire on November 28, the BCC decided on October 29 to lift the pause temporarily. This allows new applications for small-scale amendments, rezonings, and special exceptions to be submitted and processed from October 29 to December 11, 2024.

Notice of Postponement for all Vision 2050 & Orange Code Adoption Proceedings
Due to ongoing Vision 2050 and Orange Code outreach and engagement efforts, the previously scheduled adoption public hearings in September/October 2024, have been postponed to Spring/Summer 2025. Current efforts are focused on addressing smart growth-related topics, including the implementation of the Vision’s framework, infrastructure, school capacity, transportation, and housing needs. Additionally, Orange County staff will be reviewing draft materials, maps, and ordinances for necessary adjustments. A detailed timeline and schedule for the new public hearings will be formally released later this year (2024).
Orange Code will be the new land development regulations that focuses on placemaking standards and context-based regulations. This Form-Based Code relies on desired development characteristics rather than what communities seeks to avoid.
While Vision 2050 Comprehensive Plan dictates land use types and where growth will occur, Orange Code will help shape the form of our urban fabric by fostering predictable built results and a high-quality public realm.
Transect Zones will be replace the County's existing zoning districts in its development code.
