Windermere Water and Navigation Control District

Purpose

To provide for adequate regulation and control of lakes, canals, streams, waterways, inlets, bays and their alteration by dredging, filling, pumping or otherwise altering the shoreline, land contours and/or water areas; And to protect public rights, public welfare, and public riparian property rights and to preserve the natural beauty and attractiveness of the lakes, canals, streams, waterways, inlets and bays; And to provide for wells to restore and maintain water levels and to control and regulate speed and operation of boats, boating activity and navigation; And to provide adequate notice as to the purchase of lands from the trustees of internal improvement fund, within the district, and to provide public hearings and recommendations as to the same.

This is a dependent special district, and presented as a blended component unit of Orange County Government.

The district is funded by an ad valorem millage, limited to a maximum of 1 mill by Orange County Code Section 33-134. The current millage rate is 0.2528.

SECTION 189.0694, FLORIDA STATUTES

189.0694 Special districts; performance measures and standards.

(1) Beginning October 1, 2024, or by the end of the first full fiscal year after its creation, whichever is later, each special district must establish goals and objectives for each program and activity undertaken by the district, as well as performance measures and standards to determine if the district’s goals and objectives are being achieved.

(2) By December 1 of each year thereafter, each special district must publish an annual report on the district’s website describing:

(a) The goals and objectives achieved by the district, as well as the performance measures and standards used by the district to make this determination.

(b) Any goals or objectives the district failed to achieve.
