TThe Impact Fee Committee (IFC) was established to guide applicants through the alternative impact fee process. This includes the review process, approval or denial of proposed alternative impact fee methodologies and studies, review of agreements relating to alternative impact fees, overseeing issues related to monitoring, and addressing other impact fee issues.

Orange County Code

Orange County Code states that when “An applicant believes that the cost of off-site roadway improvements needed to serve his proposed development is less than the fee established in Section 23-92, the applicant may, at his own expense, submit an alternative fee calculation to the County Administrator or designee pursuant to the provisions of this section.”

Location

The Impact Fee Committee meets on the Second and Fourth Thursdays at 10:00 a.m. in the First Floor Conference Room in the Public Works building, located at 4200 South John Young Parkway, Orlando, Florida 32839.

Meeting Agenda

The Impact Fee Committee requires the submittal of an original executed notarized IFC Meeting Application, with all supporting documents (building permits, staff determination, and any documents related to impact fees that may have been assessed). A sufficient IFC application must be submitted within eight business days prior to the next IFC meeting.

The IFC Application, supporting documents, and fees shall be delivered or mailed to Orange County Fiscal and Operational Support Division (FOS), 201 S. Rosalind Avenue, Second Floor, Orlando, FL 32801.

Once FOS receives a sufficient application, FOS will send the application to Transportation Planning and then Transportation Planning will set up a pre-application meeting to discuss the project with the applicant prior to attending the next IFC meeting.
