Description

A Natural Resource Impact permit (NRIP) is required prior to any proposed wetland impacts. Depending on the acreage of wetland impact and wetland functional assessment, a Noticed General Permit (NGP) or Standard Permit (SP) will be required. In addition, depending on the acreage of impact and functional assessment of the wetland system being impacted, some of these permits require approval by the Orange County Board of County Commissioners.


Process

Please note: The Florida Legislature passed an update to Section 125.022, Florida Statutes (FS), effective Oct. 1, 2025. For any applications received on or after Oct. 1, 2025, an applicant has 30 days from the date of a Request for Additional Information (RAI) letter to respond to EPD. However, Section 125.022, FS, allows the applicant to submit a written request to EPD to waive the timeframes. If a response to an RAI is not received within 30 days, or a waiver is not approved within that period, EPD will close the application. The applicant will then be required to reapply, including any application fees. An Application for Waiver can be requested from EPD by emailing WetlandPermitting@ocfl.net and can also be found under Get Forms.

  1. Complete and submit an Application for a Natural Resource Impact permit (NRIP), which will be either a Noticed General Permit (NGP) or Standard Permit (SP).
    1. Application can be emailed to WetlandPermitting@ocfl.net OR mailed, delivered or faxed to Orange County Environmental Protection Division (EPD), 3165 McCrory Place, Suite 200 Orlando, Florida 32803. Fax: (407) 836-1499.
    2. Submit application with required materials listed in the application. Note: parcel identification data can be obtained by visiting www.ocpafl.org.
    3. The following forms are required for permit application submittals that must be approved by the Board of County Commissioners:
  2. Application is reviewed for compliance with County regulations by EPD.
  3. EPD will conduct a site review.
  4. EPD will send a Request for Additional Information (RAI) if needed.
  5. Once the permit application is administratively and technical complete, EPD will either issue or deny the permit, or schedule the application for consideration before the Board of County Commissioners.
  6. The NRIP is valid for five (5) years.


Fees

  • Noticed General Permit (wetland impact): $1,765.00.
  • Noticed General Permit (Beneficial): $1,332.00.
  • Standard Permit – Level 1: $2,716.00
  • Standard Permit – Level 2: $7,039.00
  • Standard Permit – Level 3: $16,989.00
  • Minor Modification: 25% of Permit Fee.
  • $409.00 (for administrative variances)
  • $3,924.00 (for appeals and public hearing variance)
  • Permit Extension - $330.00
  • Permit Transfer - $330.00
