Neighborhood Services Division

Our division engages and strengthens neighborhoods by encouraging compliance with the relevant codes, community development & outreach, and neighborhood planning. Through education, funding opportunities, and hands-on initiatives, we empower residents to improve the quality of their communities.

Sustainable Communities Grant

The Sustainable Communities Grant provides funding for Orange County neighborhood organizations to implement eco-friendly projects that reduce pollution and carbon footprints. Eligible projects can focus on:

  • Lighting
  • Water use
  • Community gardens
  • Clean energy initiatives
  • Pollution reduction

Orange County Neighborhood organizations and homeowner associations are eligible to apply for grant funding up to $5,000. Additionally, grants can support educational events that teach residents energy efficiency, pollution reduction, and fulfill the County’s goal of creating a sustainable community.

Community Clean-Up Program

A cleaner neighborhood is a more sustainable neighborhood! Through our Community Clean Up Program, we provide materials for both large-scale and small-scale cleanups to help remove excessive trash from eligible Orange County neighborhoods. This program is available to active and registered HOAs, voluntary associations, or non-profit organizations (501c3) and may include cleanup efforts along major roadways and rights-of-way.

Code Compliance

Ensures the health and safety of Orange County communities through compliance with applicable zoning codes and regulations. Well-maintained properties contribute to a cleaner and healthier environment. Vacant lots that are not properly cared for can become sources of pollution and negatively impact neighborhoods. Orange County works to promote awareness of the importance of Codes to help gain compliance and ensure quality of life.

Property owners are responsible for:

  • Keeping grass and weeds below 18 inches
  • Remove excessive trash/debris abandoned/disabled vehicles, and obtain necessary construction permits. When lots are not in compliance with relevant Codes, Orange County may take action to clean the area, with costs charged to the property owner. These efforts help keep our neighborhoods clean, safe, and aligned with the County’s sustainability goals.
